A 44-year-old Oconee County man was arrested Thursday after failing to file state income tax returns for three years, according to the South Carolina Department of Revenue.

WESTMINSTER, S.C. — Agents with the South Carolina Department of Revenue arrested a Westminster man Thursday and charged him with three counts of tax evasion, according to the SCDOR.
Dusty Lee Horne, 44, failed to file a South Carolina Individual Income Tax return for tax years 2022 through 2024, according to arrest warrants cited by the SCDOR. He also claimed to be exempt from income tax withholding with his employer, the agency said.
Horne had gross income of at least $263,162 for the years in question and evaded payment of approximately $11,585 in state income tax, according to the SCDOR.
If convicted of tax evasion, Horne faces a maximum sentence of five years in prison and/or a $10,000 fine for each count, plus the cost of prosecution, the SCDOR said.
He is being held in the Oconee County Detention Center pending a bond hearing, according to the agency.
The SCDOR said anyone who suspects a state tax crime, such as tax evasion or tax fraud, can submit a Tax Violation Complaint through MyDORWAY, the agency’s online tax portal, or by submitting a paper Tax Violation Complaint Form to the department.
