State Library Lists November State Publications, Highlights Hands-Free Driving Law

The S.C. State Library released its November list of electronic state publications, including a brochure explaining the state’s new hands-free driving law.

The S.C. State Library has published its complete list of November electronic South Carolina state publications, according to the State Library.

The South Carolina Digital State Documents Depository provides electronic access to state agency publications, offering citizens information such as statistics, reports and data on a variety of state government topics, according to the State Library.

Among the November publications is a brochure titled “New State Law: South Carolina Hands-Free and Distracted Driving Act,” produced as part of the Hands Free SC campaign led by the South Carolina Department of Public Safety (SCDPS), according to the State Library.

The South Carolina Hands-Free and Distracted Driving Act took effect September 1, 2025, and citations for violations will begin February 28, 2026, according to SCDPS.

SCDPS is the largest law enforcement agency in South Carolina, with about 1,300 employees, and includes the Highway Patrol, State Transport Police, Bureau of Protective Services, Office of Highway Safety and Justice Programs, and the South Carolina Law Enforcement Officers Hall of Fame, according to SCDPS.

The agency cited National Highway Traffic Safety Administration data showing nearly 325,000 people were injured in distraction-related crashes in 2023.
